Why is Certificate of Mailing used?
A Certificate of Mailing allow companies
to prove in a court of law that an envelope(a letter of flat) was mailed on a timely basis.
This is extremly important to meet legal guidelines at the state and federal level for business in specific industries such as CPA Firms, Property Management Companies, Healthcare Providers, etc. For example, CPA firms and accountants sending tax
returns to the IRS or state tax authorities have a legal mandate to mail the
tax returns on or before a specific date at various times of the year, typically
the 15th of a given month. When mail is tendered at a local post office,
the mail clerk will verify that the pieces being mailed match the pieces
listed on the Certificate of Mailing form 3665. If everything is in good
order, the postal clerk will stamp form 3665 in the upper right corner which
includes the current date. This Certificate of Mailing form 3665 is then
given back to the customer for documentation and record keeping purposes
to prove that the mailpieces listed were mailed on that date.
